Starting no later than eighteen months after the promulgation of this rule, at least eighty-five per cent of all gasoline supplied to a retailer, sold at retail, or sold to a private, state, or municipal fleet for use in motor vehicles, and intended as a final product for fueling motor vehicles in the state of Hawaii, shall contain ten per cent ethanol by volume.
