No agency authorized to issue any permits or variances pertaining to any development within the special management area of a community development district shall authorize any development unless approval is first received pursuant to the provisions of this subchapter. For the purpose of this section, Hawaii Community Development Authority community development plans and state land use district boundary amendments are not permits.
