Upon receipt of the hearings officer's recommended decision, the commission may adopt it as its proposed decision, or may remand it to the hearings, officer for any clarification or correction, or may modify or reject it and issue its own proposed decision.
A copy of any proposed decision of the commission shall be served upon each party.
