The authority shall review, approve in advance, and require the manager to conform all personnel manuals and all personnel policies, rules, and regulations that may be developed by the manager, to the requirements of this chapter, the management agreement, and applicable laws. In addition, the authority shall review and approve in advance, and require the manager to conform all contracts entered into by the manager with labor unions, and all policies, rules, and regulations that may be established or agreed to by the manager with labor unions, to the requirements of this chapter, the management agreement, and applicable laws.
