The authority's review, selection, and approval of the convention center development plan of a developer shall be pursuant to the request for proposals process established under this chapter. The decisions of the authority made pursuant to the request for proposals process as set forth in this chapter, including, but not limited to, the qualification and selection of a developer and the approval of a convention center development plan shall be governed solely by this chapter, and chapter 206X, HRS, and shall not be subject to a contested case hearing.
