Section 15-1-1 - Scope and purpose(a) This chapter shall apply to all divisions, offices, programs, and activities of the department but shall not apply to those agencies of the department authorized by statute to adopt rules.(b) The purpose of this chapter is to provide rules of practice and procedure governing the manner in which persons may obtain information from the department; petition for the adoption, amendment, or repeal of rules; or petition for a declaratory order by the director.[Eff.
