A person shall be eligible to enroll in the plan only if the person is:
(1) Eligible to participate in the employees' retirement system of the State of Hawaii; and(2) Employed by the State of Hawaii or a county which has an agreement with the State of Hawaii to extend the plan to employees of the county.
