After completion of all operations authorized under any previously approved plan of operation, the lessee shall not begin to redrill, repair, deepen, plug back, shoot, or plug and abandon any well, make casing tests, alter the casing or liner, stimulate production, change the method of recovering production, or use any formation or well for brine or fluid injection until the chairperson has received and approved in writing a new or amended plan of operation. In an emergency a lessee may take action to prevent damage without receiving prior approval from the chairperson; provided, that the lessee shall report the action to the chairperson as soon as possible.
