Geothermal exploration permits under this subchapter allow only non-exclusive access to state or reserved lands for geothermal exploration activity prescribed in § 13-183-7 and do not provide any preference rights to a mining lease of the lands explored by the permits. In the event an exploration permit is in effect on or issued after the commencement date of a mining lease covering all or part of the same state or reserved lands, the permittee's rights shall be subordinate to the lessee's rights and the permittee's exploration activities shall not unreasonably interfere with or prevent the mining lessee's use of the leasehold.
