All final decisions, orders, opinions, or rulings entered by the commission in a proceeding shall be served upon the parties or persons participating in the proceeding by regular mail or personal delivery by the commission and may be released for general publication. All rules and written policies promulgated by the commission as well as copies of the published materials shall be available for public inspection in the offices of the commission or may be obtained upon request and upon payment of the appropriate fee, if any.
