This chapter governs practice and procedure before the commission on water resource management of the state under chapter 91, Hawaii Revised Statutes, the Constitution and water laws of the state, the Constitution and laws of the United States, and such other related acts as may now or hereinafter be administered by the commission. These rules shall be construed to secure the just, speedy, and inexpensive determination of every proceeding.
