For the purpose of providing advice and assistance to the department in the implementation of the Na Ala Hele program, there shall be established a statewide advisory council and island advisory councils for the islands of Hawaii, Kauai, Lanai, Maui, Molokai, and Oahu. The statewide council shall consist of seven voting members. The island councils for the islands of Hawaii, Kauai, Maui, and Oahu shall consist of nine voting members. The island councils for the islands of Lanai and Molokai shall consist of seven voting members.
