The purpose of this chapter is to provide rules to enact Chapter 186, Hawaii Revised Statutes, which authorizes the board of land and natural resources to classify lands as tree farms, if it is suited for the sustained production of forest products in quantity sufficient to establish a business in the sale thereof.
