Except as approved by the commission, no person shall: place, throw, deposit, or discharge, or cause to be placed, thrown, deposited, or discharged in the reserve any solid, semi-solid, liquid, or gaseous material, including but not limited to litter, pollutants, sewage, petroleum products or solid waste.
