The restrictions cited in this chapter do not apply to the following:
(1) Emergency situations;(2) Law enforcement, patrol, or rescue craft;(3) Department vessels and personnel performing official duties;(4) Vessels and personnel performing authorized homeland security training operations; and(5) The United States Coast Guard.
