Section 13-256-1 - Purpose and Scope(a) The purpose of these rules is to reduce conflicts among ocean water users, especially in areas of high activity. The department has designated ten "Ocean Recreation Management Areas", which are described in subchapters 2 through 11, of this chapter.(b) All other waters of the state within three thousand feet seaward of the base line of the territorial sea are established as non-designated ocean recreation management areas subject to this chapter.[Eff 2/24/94] (Auth: HRS §§ 200-2, 200-3, 200-4) (Imp: HRS §§ 200-2, 200-3, 200-4)
