All vessels over sixty-five feet in length upon the inland waters of the State, where practicable, shall carry on board and maintain for ready reference copies of the current edition of the U. S. Coast Guard Navigation Rules, COMDTINST M16672.2B, as they existed on August 17, 1990, and as amended thereafter.
