The department, and any third-party vessel registration agent who is properly authorized pursuant to section 13-241-22, shall have the authority to issue any certificate of number directly, provided that third-party vessel registration agents shall only have the authority to issue and renew vessel certificates of number and shall be prohibited from processing vessel transfers. Only the department shall have the authority to issue certificates of title, and the department shall not delegate this authority.
