All vessels anchored or moored on the ocean waters and navigable streams of the State shall be maintained in a reasonable condition of cleanliness and repair so as not to constitute a hazard to navigation, a common nuisance, or a danger to public health. Any articles or materials stacked or placed on deck of any unattended vessel shall be secured to avoid the possibility of their loss overboard.
