All penal laws of the State prescribed in the Hawaii Revised Statutes, and in the rules properly promulgated pursuant to provisions thereof, govern the conduct of any person coming upon or remaining at a small boat harbor. The following provisions of this part are intended to facilitate effective management of state property and facilities at a small boat harbor.
