No person shall have or keep on that person's vessel any refuse, garbage,decaying matter, or any other matter which gives off an offensive odor except when the same is being disposed of as garbage and is kept in a receptacle which shall be kept closed by a tight fitting cover at all times except when being filled or emptied.
