Section 13.1 is amended by adding a new first paragraph and exception to read as follows: "13.1 General. The provisions of this chapter for new construction do not apply. For new construction see the building code. Existing buildings shall be maintained to the building code to which it was built unless specifically indicated it applies to existing facilities.
Exception: When the building code does not require fire alarm systems, fire alarm systems shall be required according to Section 13.7. When the building code does require a fire alarm system, the requirements of the building code shall apply."
