After the investigation, if it appears to the board or hearings officer that a hearing is warranted, the board or hearings officer shall issue written notice of hearing to the parties. The initial notice shall be served by registered or certified mail with return receipt requested at least 15 days prior to the hearing and shall set the time and place of such hearing. The board or hearings officer may notice and hold a prehearing conference.
