In the event the hearings officer designated to conduct the hearing becomes unavailable to the board after the hearing has been concluded and before the filing of the report, the board may transfer the case to itself for purposes of further hearing or issuance of a report, or both, on the record as made or may designate another hearings officer for those purposes.
