All motions made previous to or subsequent to a hearing shall be filed in writing with the board and shall state briefly the grounds for the motion and the relief applied for. The original and four copies shall be signed by the moving party and a copy thereof served immediately upon each of the other parties. Motions made at a hearing may be stated orally and shall be included in the stenographic report of the hearing.
