This subchapter establishes minimum requirements for the protection of health, welfare and safety of residents, personnel, and the public in intermediate care facilities for the mentally retarded, and shall not be construed as lowering standards, ordinances, or rules established by other government agencies. In all instances the more stringent rules shall apply.
