The purpose of this chapter is to establish minimum requirements for the protection of the health, welfare, and safety of patients, hospital personnel, and the general public in hospitals. This subchapter shall not be construed to lower standards established through rules adopted by other agencies of government. In all instances the more stringent rules shall apply.
