No designation shall be assigned or otherwise transferred except with the prior written approval of the department of health. The department of health shall approve an assignment or transfer based on its determination that the assignment or transfer will not adversely impact the alternative destination's ability to comply with the requirements of this subchapter and its determination that the assignee or transferee meets the requirements of section 11-72-72.
