Section 11-504-36 - Project monitor Project monitors are required pursuant to section 11-502-9 but are not required for all abatement projects.
(a) A person certified as a project monitor may provide services that include the following: (1) Recommend to the building owner abatement options to mitigate the health hazard posed by the asbestos-containing materials in buildings;(2) Collect air samples for the purpose of area and clearance monitoring at abatement project sites provided that the monitor is not an employee of the abatement entity performing the abatement, unless the project is conducted solely by in-house employees;(3) Provide advice to the building owner on selection and use of personal protective equipment;(4) Oversee abatement projects carried out by abatement entities;(5) Perform visual inspections of completed abatement projects to determine if the project meets completion requirements; and(6) Serve as a building owner representative to ensure that abatement is done correctly.(b) The minimum requirements necessary for certification as a project monitor are: (1) Possession of a bachelor's degree from an accredited four-year college or university, documented participation in a minimum of three abatement projects inside an asbestos containment area, successful completion of a project monitor initial training course, and any associated annual refresher courses accredited by the department;(2) Possession of two years of full-time college education from an accredited college or university, one year of experience in engineering or industrial hygiene, documented participation in a minimum of three abatement projects inside an asbestos containment area, successful completion of a project monitor initial training course, and any associated annual refresher courses accredited by the department; or(3) Possession of a high school diploma or General Equivalency Diploma, three years of experience in engineering or industrial hygiene, documented participation in a minimum of three abatement projects inside an asbestos containment area, successful completion of a project monitor initial training course, and any associated annual refresher course accredited by the department.[Eff ] (Auth: HRS § 342P-41) (Imp: 40 CFR Part 763, Appendix C(1)(B)(6))
