A facility owner or operator who has fully complied with the requirements for interim status -- as defined in HRS section 342J-30(b) and regulations under section 11-270-70 -- must comply with the regulations specified in chapter 11-265 in lieu of the regulations in this chapter, until final administrative disposition of his permit application is made, except as provided under subchapter S of chapter 11-264.
