Section 11-201-4 - Delegation of Administrative DutiesA. The council may delegate to any individual the power or authority vested in the council as it deems reasonable and proper for the effective administration of chapter 343, Hawaii Revised Statutes, except the power to adopt, amend, or repeal rules.B. The council by written resolution adopted by a majority of the members to which it is entitled, may appoint a hearing officer or officers, who may, but need not be, members of the council, or a disinterested attorney at law or other person or a combination of any of them to hold a hearing as provided in this chapter and take testimony upon the matters involved in the hearing and transmit to the council a record of the hearing, including a recording or transcript and a summary of the evidence taken at the hearing. After review of the testimony and evidence, a majority of the members to which the council is entitled shall render a decision on the matter.C.
