Section 11-185-3 - Construction of rules(a) The caption of a rule of the agency is for reference only and is not to be construed in any way as a part of the rule.(b) Words used in the present tense in a rule of the agency include the future tense.(c) The singular number in a rule of the agency includes the plural; the plural number includes the singular.(d) The word "may" in a rule of the agency is permissive.(e) The word "shall" in a rule of the agency is mandatory.[Eff.
