Any hearing conducted under this section shall be conducted as a contested case hearing in accordance with chapter 91, HRS, and chapter 11-1. The director or a delegated representative shall preside over the hearing and issue a written decision to the aggrieved person and the department within sixty calendar days from the date of the hearing.
