Rule 90-3-1-.01 - Promulgation and Purpose Amended(1) Because lighting, heating, and cooling of buildings presently constitute a substantial portion of the State's energy use, the 1977 General Assembly directed the State Building Administrative Board to develop thermal and lighting efficiency standards to encourage energy conservation in the construction and renovation of buildings.(2) The State Building Administrative Board upon submission of the proposed Georgia State Code for Energy Conservation in New Building Construction (December 1977) was authorized to adopt regulations for the implementation of thermal efficiency standards for new and renovated buildings and lighting efficiency standards for new and renovated public buildings.(3) The State Building Administrative Board has complied with all provisions of the Georgia Administrative Procedure Act, including holding a public hearing on June 20, 1978.Ga. Original Rule entitled "Promulgation and Purpose" was filed as Emergency Rule 90-3-1-0.1-.01 on July 11, 1978, to become effective July 16, 1978, and to remain in effect for a period of 120 days or until the promulgation and adoption of a permanent Rule covering the same subject matter superseding said Emergency Rule, as specified by the Agency.
