The Adjudicator must prepare a decision containing:
1. findings of fact, conclusions of law, and discretionary determinations based on consideration of the whole administrative record;2. an order recommending the final disposition of the case, including relief, if appropriate;3. the date upon which the decision will become effective (e.g., the day of issuance); and4. a statement of further right to review.Ga.
