Section 62-296.602 - Primary Lead-Acid Battery Manufacturing Operations(1) Emission Limiting Standards. No owner or operator of a primary lead-acid battery manufacturing operation subject to Rule 62-296.600, F.A.C., shall cause, allow, or permit the discharge into the atmosphere of lead in excess of the following emission standards, in grains of lead per dry standard cubic foot, nor shall visible emissions exceed the following standards, in percent opacity: (a) Grid casting sources: 0.000176 grains and 0% opacity.(b) Paste mixing sources: 0.00044 grains and 0% opacity.(c) Three-process operation sources: 0.00044 grains and 0% opacity.(d) Lead oxide manufacturing sources: 0.0005 grains and 0% opacity.(e) Lead reclamation sources: 0.00198 grains and 5% opacity.(f) Any other lead sources: 0.00044 grains and 0% opacity.(2) Collection Systems. Collection systems representing RACT shall be installed and operated to capture, contain, and control lead emissions resulting from all lead-emitting processes including charging, melting, tapping, and casting. No lead emissions shall be vented to the outside of any enclosed or partially enclosed process unless RACT is employed to control such emission.(3) Attainment Demonstration. As part of the initial application for the permit required pursuant to subsection 62-296.600(3), F.A.C., the owner or operator of a facility subject to the requirements of this rule shall demonstrate to the Department that, after the application of RACT, the facility shall not cause or contribute to a violation of the national ambient air quality standard for lead. The demonstration shall be made using air quality models as provided in 40 C.F.R. Part 51, Appendix W, adopted and incorporated by reference at Rule 62-204.800, F.A.C., and shall address both stack and fugitive emissions.Fla. Admin. Code Ann. R. 62-296.602
