The name of each competing employee shall be listed on the retention register in the order of his or her retention standing.
Competing employees shall be categorized on a retention register in the groups listed in § 1809.4 on the basis of tenure of employment.
Within each group, employees shall be listed by service date, beginning with the earliest service date, as specified in § 1810.
The retention register groups, in descending order of retention standing, shall be tenure groups I through VI, as follows:
