No funds provided under the Act may be used to influence a Member of Congress, a State or local legislator or elected official to favor or oppose any legislation or appropriation of the legislators.
Communications and consultation with State and local legislators or elected officials for purposes of providing information, such as matters necessary to provide compliance with the Act, shall not be considered lobbying.
