The health insurance benefit provisions of Chapter 89 of Title 5 of the U.S. Code shall be applicable to all employees in the Educational, Career, and Excepted Service, except those specifically excluded by statute or regulation.
Procedures for administering the health benefits program shall be consistent with law and the U.S. Office of Personnel Management regulations.
