The Chairperson may consolidate two (2) or more complaints that involve identical or similar issues and that are filed against the same respondent.
The Chairperson may consolidate two (2) or more complaints filed by one complainant against the same respondent.
The Chairperson may consolidate complaints on the motion of a party, or sua sponte if consolidation would expedite the processing of the complaints and would not adversely affect the interests of the parties.
