Each solicitation for contract covered by § 1104 shall contain a statement that contractors shall comply with the minimum standards established pursuant to this chapter for ensuring equal opportunity.
The contract solicitation shall require that each bidder or offeror certify that it intends to meet the applicable minimum standards in § 1108 in order to be considered for the contract.
