Rule 3-805 - SPECIAL BALLOT BOX INSPECTION
805.1

A special ballot box inspection team shall perform the following functions for the ballots of each vote center:

(a) Open special ballot box containers and remove all ballot envelopes;
(b) Separate all ballot envelopes into two (2) groups:
(1) Special ballot envelopes; and
(2) Mail-in ballot envelopes which were delivered to a polling place.
(c) Record the number of each type of ballot envelope for each vote center.
805.2

Members of the special ballot box inspection team shall not open any ballot envelopes but shall deliver them unopened to a representative designated by the Executive Director.

Special ballot envelopes gathered pursuant to this section shall be processed in conformity with §807.
