The Emergency Rental Assistance Program (Program) is designed to provide crisis intervention for District residents for the purpose of preventing homelessness. Program assistance may include financial assistance for rental expenses accrued in the District, such as security deposits, rental arrearages, and first month's rent, as well as case management to address the circumstances which led to the need for emergency assistance.
The provisions of this chapter shall provide the application process, eligibility criteria, benefit and payment levels, and appeal procedures for the Program.
Nothing in these rules shall be interpreted to mean that Program assistance is an entitlement. The Program shall be subject to annual appropriations and the availability of funds.
The Program shall operate by means of grant agreements between the Department of Human Services (Department) and Providers. The Department may execute contracts, grants, and agreements as necessary to carry out the Program.
