The contracting officer may distribute pre-solicitation notices in a manner designed to reach as many prospective bidders as practicable.
The contracting officer may send pre-solicitation notices to organizations that maintain, without charge to the public, display rooms for the benefit of prospective bidders, subcontractors, and material suppliers.
