The contracting officer shall developspecial standards of responsibility for a solicitationwhen experience has demonstrated that unusual expertise or specialized facilities are needed for adequate contract performance. The contracting officer may seek the advice of appropriate specialists to develop special standards of responsibility.
The contracting officer shall includeany special standards of responsibility in the solicitation.
The special standards of responsibilityincluded in the solicitation shall apply to all bidders or offerors.
