A licensee who intends to permanently cease operating as a student loan servicer during a license period shall file a request to surrender the license for each office at which the licensee intends to cease operations on a form prescribed by the Commissioner.
The Commissioner may request the reason for the cessation of business in the District.
No surrender shall be effective until approved by the Commissioner.
The surrender of a license does not affect any legal right or obligation described in § 3007.6.
