This chapter shall not apply to any bank, trust company, loan company, savings bank, savings and loan association, credit union , or financial institution that accepts deposits and is incorporated or chartered under the laws of the District, the United States, or any state or territory of the United States.
This chapter shall not apply to a public postsecondary educational institution or private non- profit postsecondary educational institution servicing a student loan it extended to a borrower.
