These rules shall apply to all types of group and individual health insurance policies providing coverage as contained in § 3 of the Drug Abuse, Alcohol Abuse, and Mental Illness Insurance Coverage Act of 1986 ("the Act"), D.C. Code § 35-2302, and those treatment centers which are certified pursuant to § 7 of the Act, D.C. Code § 35 -2306.
