560.1The District Department of the Environment (Department) shall have the right to inspect a property, for which a customer has applied or is receiving a stormwater fee discount, in order for the Department to determine whether the Best Management Practice (BMP) retains the stormwater runoff volume:
(a) Described on the discount application; or(b) Previously approved for a discount.560.2In order to secure access to a property to inspect a BMP, the Department shall seek permission from the owner, or the owner's agent, including:
(a) The customer identified in the District of Columbia Water and Sewer Authority's records;(c) The property manager.560.3A customer's refusal or knowing failure to provide the Department with access to inspect the BMP shall constitute grounds to deny or revoke the discount, effective the date of the unsuccessful inspection attempt.
