It is the policy of the Commission to encourage the purchase of goods and services which maximize the efficient utilization of local, small, disadvantaged business enterprises and promote significant participation by such enterprises.
The Commission shall investigate, evaluate and consider each bid or proposal in accordance with applicable law and regulations.
